The time of this photo is between 1932 and 1941 due to numerous uniform details. The army regs dictate the 'Sam Brown' belt for ALL RANKS after 1932. I find the mix of 'green' peaked caps with khaki a little unusual, but in tropical postings, anything may be acceptable to the post commander. It was really later in 1939 that 'pinks and greens' became part of the regs.
Further, I would guess late 1930s because I would think that such a parade would be incongruous with the deep depression of 1932-1936.
The ladies hat styles are also correct for mid-30s and look very nice/new. The woman closest is wearing a pair of nice white strap shoes common during the 20s and 30s and could be 1920s but that would mean she hadn't had them out for 5-10 years. (No woman would do that!).
