Unless I miss my guess, I would say mid to late 30's, as per the uniforms of the day and that the weapons are either anti-aircraft or more likely some kind of coastal artillery. The track does not look permanent, so that leads one to beleive that it was installed for some kind of review.
This, of course....is all just conjecture.... <img class=" />
