The slight blurring at the bottom of the frame is
almost certainly from the intermittent vertical
movement of motion picture film. (The bottom loop
being slightly more tense than the top.)
The shadow side of the train appears illuminated,
(otherwise it would be darker) most-likely by a
large number of daylight balanced arc lights
just out of sight to the left behind the building.
Over exposure would cause there to be a lack of
detail in the light-colored (wardrobe dept.)
uniforms. Those storage tanks in the background
look a little modern too. This is possibly a frame
from the Joseph Sargent epic, "MacArthur" which was released in 1977 and starred Gregory Peck.
