I'll agree with the above statement: "class number assigned when order placed and builder's number assigned when locomotive completed".
The D&RGW K36 class has class numbers in sequence to engine number of 12-34 1/4 E 68 thru 77 (ie 480 is 12-34 1/4 E 68, 484 is 12-34 1/4 E 72, 489 is 12-34 1/4 E 77). However the first engine numbers have builder's numbers scattered. The first one completed was 482 (builder # 58541 Aug. 1925) followed by 480 (# 58558) and 481 (# 58559). The remainder of the engines were in road number sequence for the builder's number (48584-90) for 483-89.
I've always wondered why 482 was the first one kicked out of the plant at BLW.
