OK I didn't ask the question clearly.
Why are sequence numbers in different order than construction numbers? For example:
Of the 60 loks in order 42301 [the first(01) export(3) order for 19(42)] the "sequence number" in the Baldwin builders list starts with 114 for USA 216 c/n69451 42" gauge through 133 for USA 235 c/n69470 [42"], then sequence numbers 134 to 138 are meter gauge USA 236 c/n69471 to USA 240 c/n69475, then sequence numbers 139 to 149 are for 36" gauge USA 190 c/n69425 to 200 c/n69435 then sequence number 150 is meter gauge USA 201 c/n69436, and the rest of the order are meter gauge loks with the sequence numbers, USA numbers and c/n numbers in sequential order. Notice that the c/n construction number and the USA number are both in sequential order, however the sequence numbers are not.
I'm wondering if the sequence number is the order in which they were started, while the construction number is the order in which they were completed. Thus it would appear that they had started on the 42" loks for Oz and were into the meter gauge loks for India when they changed to the 36" loks for the WP&Y, possibly modifying already built meter gauge engines or perhaps just changing the production line with shorter frame spacers for 36".
