Hate to say it Rick, you don't even need to cross a state line to be declared non insular by the FRA. All you need to do is cross a public street and have a track gauge greater than 24 inches. The Fort Collins Municipal Railway here in Fort Collins is regulated by the FRA. I know that Bob Opal , A UP and ARM attorney, has been in a few circles with the FRA over us to no avail.
