I hate to throw a bucket of water on your fire, but the C&TS runs between New Mexico and Colorado. It is therefore and interstate carrier. Being such it is subject to the oversite of the Surface Transportation Board and the Federal Railroad Administration. The FRA has ruled that enybody who even touches the throttle (Hoghead or Student) must carry a Federally Issued License.
I'm not really sure what the cost is, but knowing the Government, it's got to cost somebody something!!! If not properly done, you are exposing the railroad to hefty fines and possible closure. So think before you go to the RGRPC with this idea and DO YOUR HOMEWORK! There's a lot more to this stuff than just seeing fantasy's fulfilled.
How do the museums get away with it? Easy, they aren't interstate or common carriers but museums.
