Colorado Revised Statutes, 24-103-301. Cancellation of invitations for bids or requests for proposals.
An invitation for bids, a request for proposals, or any other solicitation may be cancelled or any or all bids or proposals may be rejected in whole or in part as may be specified in the solicitation when it is in the best interests of the state pursuant to rules. The reasons therefor shall be made part of the contract file.

Since Mr. Trottier told me and other press that 1. his intent is to run a diesel operation coupled with 2. the fact that neither the CHS or Mr. Trottier have an operating steam engine that can run on this track AND 3.the statement made by the CHS attorney last night that the RFP could not be amended to being a deisel operation AND 4.the fact that the current operators sent a letter inviting the CHS to renegotiate with them indicates to me that it might just be 'in the best interests of the state' to drop this RFP "process" and go back to negotiating with the current operators.
