It might have been a rough rider, but the top speed on the C&S 3' gauge was 15 mph.
Also, the pedestals that you see are actually from a cut down CB&Q caboose truck (or they used to be). What you can't see are the coil springs on top of the journal box.
Before the hardware was stripped and the 1009 ended up in the junkyard in Buena Vista (where Bob Richardson purchased it), each journal box had a leaf spring instead of a coil, ala the 1006.
