"South Park" is correct. All of the engines selected for rebuilding as the B-3-C class were intentionally rebuilt by the C&S to boost tractive effort.
By the late 1910's, the only other 2-6-0's on the C&S were Brooks built Moguls (B-3-
#21 and #22, and they didn't last long after that.
