WWV ex-EBT #6 lap seam

Whitewater Valley standard gauge 0-6-0 # 6 (ex-EBT) is a lap seam boiler. I think that is the reason that the WVR had to retire the locomotive. The Friends of the EBT have been interested in returning it to PA. as well as other parties.
The boiler put the locomotive out of service. Both the Indiana boiler inspections and what are now the FRA codes have made this locomotive not economical to restore. The value of it is more of a display than a operating loco.
Could this also be the same for C&S #9 if this would be the case?
