If the issue is liability for guests being injured while riding your railroad, the solution is not to allow guests to ride on the railroad.
I know that it defeats the purpose of having the railroad in the first place.

Could you simply not carry liability insurance on the railroad? If so you would need to have any guests sign a waver stating that they take personal responsibility for any and all risks associated with riding?
