The issue with the Insurance is with the liability for injury, not fire. Thus the California Fair Plan in not an option. USAA was checked, but unfortunately my parents did not enroll in the program (I did not serve) and the only program I would be eligible would be for automobile insurance.
As for subdividing the property, this would be impossible as the railroad encircles the property of 3 acres, and the house.
My Broker is reaching out to multiple underwriters in the hope of finding one that will provide Home and Property Fire and liability insurance as well as the "Umbrella".
I have owned the home, property and the railroad for 20+ years, and this has never been an issue in the past. Just now. My Broker relates that she has been receiving multiple "notice of Non-Renewals" for dozens of home owners and businesses alike in the recent months. This appears to be a California issue.
