Doc, here is a couple of options i found on Chaski bbs the Home Machinist

USAA is the only home owner/personal insurance company I found that routinely covers hobby miniature train operations - on your own property. We have USAA, and I added an extra million in liability coverage a few years back to increase our 12” ga doverage, for a nominal fee. Well worth the extra coverage.

The HUB International insures live steam equipment and maybe you can get your insurer to put a rider on that they arent responsible for the 15 inch RR if you insure with someone else on live steam,

Another place for outdoor railroad is the NMRA. They offer insurance for there members for live steam. You can see who they use
