I'm sure someone will know the answer in detail, but I believe you are right, on the test run Saturday evening with the Eureka and Glenbrook for the FRA personnel the RPO must have seemed to be too much weight for the consist, as on Sunday the railroad placed in the box car built with Restrooms for the RPO which also had restrooms for their passengers.
