IMHO, the key word below is "and" -
. . . to promote the public welfare by encouraging and facilitating recreation and by preserving, as a living museum . . .
And SFAIK the C&TS has, for the past 50 years (and hopefully for at least the next 50 years) been doing a remarkably balanced job of achieving BOTH goals.
(Given the usual custom of listing the more important of two ideas before the "and" then IMHO it appears that promoting the public welfare (i.e. the economies of Archuleta and Conejos counties in Colorado and Rio Arriba County in New Mexico) was of primary importance.)
