Actually this is a bit like the Federal law that established the National Park Service, two different, and possibly antagonistic at times, goals being stated in the same sentence. In the case of the C&TS "encouraging and facilitating recreation" and "preserving, as a living museum."
Seems to me that you're all right and you're all wrong, and the answer is all of the above.

PS for those who wonder, the NPS is supposed to "provide for the public enjoyment" and at the same time "preserve unimpaired" the various parks & monuments, which is even worse. (I probably don't have the words exactly right, going from memory)
