All references seem to point to the Army requisitioning the locos from the ET&WNC. Even though they got there ahead of the Army they were in the shop getting "winterized" and arrived at the WP&Y about the same time the Army took control.
There may have been a directive by the govt that all individual road names be replaced by the "USA" style lettering as of a certain date. I thought I had other photos that showed USA on the sides but a book full of photos from the 40's showed me that most roads still had their own names on the tenders right through the war. So much for that theory.
