No pushing cabeese, D&RGW

The no pushers behind the caboose rule on D&RGW was, or at least so I've been told, a mainly narrow gauge thing and had to do with wooden frames and the possibility of them folding up under the forces.
It is also said to have been often ignored on the old 3rd division lines.
