Per Earl's post the year is 1957, between July and Nov.
The the foliage and background look to me to be late summer or early fall.
Some of the track-side vegetation is still green and you can see mountains without any snow in the background.
There a second or two in the clip which show what looks like snow on the highest mountains in the background but I looked closely and it looks like clouds rather than snow.
