The D&RG class 48 (and its EBT relative) had 130 pounds boiler pressure and 14x16 cylinders. Driver centers were 32 inches, with either a two inch or a two and a half inch thick tire (giving an outer driver diameter of 36 or 37 inches. Tractive effort was therefore from 9365 to 9626 as new. Tires, being a wear component, changed throughout a locomotive's life as they wore down then received replacement.
The page posted in your post appears to be taken from the 1910 Baldwin catalogue. I have a copy as well, as should anyone interested in the subject.
