I was working on a Trainz version of the CATS several years ago, 2008 or so. Todd Hohlenkamp of San Juan Trainz Works had all the K-36's built for Trainz 2006 in both Rio Grande liveries, D&S, and the CATS. With the help of Zack Blea, I got the plans for the current CATS steel-sided coaches and had all of them built in the old faded green colors, and the current reds. Lost all of that a couple years ago...every once in a while I still do very vigorous searches through all my online file storage accounts to find them!
As to the floating track issue, I started redoing my version of the CATS about six months ago, methodically measuring everything out. The trick I found to fix the floating track is to set the track 0.2 meters above the elevation you want, set the gradient over the section of track. I'll then use the "smooth spline" tool to bring the ground up to elevation, and then remove the track gradient so the track spline "settles" back onto the ground. As long as you double check the gradient before using the spline smoothing tool (if that's what it's called...my memory fails me!), then it'll settle perfectly.
In my recent work on building the CATS layout again, I came upon your vegetation issues. I rode the train in July 2015, and since getting tons of photos and videos, I just can't find the right track spline or the right sage brush to complement the feel of the route.
