Yes, if either train is late, both trains must wait at Carracas until both are there. If it is known that either train is late, a train order would be issued to that effect, along with a change in the meet locations. An example of this was the very last San Juans met at Gato instead of Carracas.
A freight train out on the line runs respecting the timetable and must clear timetable trains when and where they can. In reality, a dispatcher can issue a train order creating a "solid" meet for an extra and a timetable train. That avoids a situation where a long freight headed east at Toltec has plenty of time to get to Sublette for a meet with 115, but would be held at Toltec because the Sublette siding is too short for the freight train.
