That's kind of what I thought would be the answer. Best laid plans have the two meeting at Carracas but Time-Table direction confers true right to the Eastward movement. Unless, as you said, the DS ordered otherwise.

What is interesting to me is that the station east of Carracas is Pagosa (Gato), with a hard station stop that is very generous on it's time from the previous flag stop at Juanita: Juanita is carded for 1:03 PM and Pagosa is carded for 1:21 PM, a long 18 minutes to go 3.7 miles. At San Juan speeds that's about a 9 1/2 minute run. I'm running 115 in Open Rails Train Simulator and arrived at Pagosa at 1:13!
Similarly, west of Carracas we have a flag stop at Allison, MP 410.8 at 12:56 PM, and a hard stop at Arboles, MP 403.5 at 1:13 PM: 17 minutes to go 7.3 miles.
This nice little bit of padding nearly assures 1:21 PM and 1:13 PM departures from Pagosa and Arboles, respectively, for Trains 115 and 116, 115 having 14 minutes to go the 4.8 miles to Carracas, and 116 having 22 minutes to go the 8.4 miles to the meet. Pretty carefully set up to make it happen every afternoon!
