Nope. No. 116 doesn't have to wait for 115. They are superior and will expect to see 115 in the clear somewhere, . . . or.not.
If 116 is late, the DS would issue a run late order or a wait order allowing 115 to get as far as they can. No "meet" order needed, unless the DS has a reason to issue one. That would most likely be for freights in order to make a double saw-by unnecessary, etc.
