Assuming money is no object:
-100% bonus to all employees
-50% raise for all employees
Then, I'd start building ways to draw in and keep more guests as well as give the railroad a reason to operate year-round:
-Build plush ski resort near Osier, with railroad as only means of arrival.
-Build another plush ski resort on the hill just east of Los Pinos valley. Again, the railroad hauls all guests.
-*The terrain won't allow for a world-class resort, but that can be made-up for with really nice accommodations and isolation from the "real world."
-**During the summer, the resorts get converted for mountain bikers and outdoor enthusiasts.
-Build 2 new Rotaries and a few Flangers (cosmetically identical to scrapped D&RGW equipment) to keep the railroad open all winter.
-Rebuild/Restore all Section & Bunk Houses (Big Horn, Toltec, Los Pinos, Sublette, Cresco) to be used as off-grid rental resorts or hunting/fishing cabins with all amenities. Again, the railroad hauls all the guests. Section/Bunk Houses will retain historic external appearance.
-Rebuild the telegraph poles to carry fiber to the resorts and Section Houses. Gotta have high speed internet...
-Rebuild the Cumbres Depot and re-route Hwy 17 under or around the pass and away from the railroad.
During the winter, I can imagine a "Ski Train" departure from each end, each day: Antonito to Osier and Chama to Los Pinos. During the day, "transfer" runs with a Goose type vehicle could move guests between the 2 resorts.
I could go on, but I think I've exceeded my nerd limit for the day.
