ASSUMING (and we all know what that does) as JW wrote above, I would:
1. Spend some serious money to improve Chama (curbs and gutters, brickwork, etc. neat looking hotels and restaurants downtown) to attract tourists to the area. Maybe build something like ski areas (a lodge?) have where people can eat and buy stuff before and after riding?
2. Build some authentic looking cars and air condition some of them.
3. Buy real estate along the ROW so it doesn't get built up and remains rural.
4. Build the roundhouse.
Finally, remind the employees that their job depends on good performance, and habits and work rules need to be updated to assure that. Slovenly slow work won't be tolerated.
All pipe dreams of course.
