I would figure out a way to start making complete replacement parts for each class of engine in service. Find a foundry, make castings, make complete boilers, make complete frames, make cylinder saddles, complete sets of running gear, etc. heck why not build a new K 36. Let's face it. These engines have long out lived there original service life. And if we want them to keep running major parts need replaced not patched. Now how would I find money for this?...... Don't know... But I feel that in order to keep running these engine as hard as they are used, at some point, major part replacement would be required and between the two railroads parts could be shared. Otherwise get ready for the diesel takeover.
