I don't think is is a fire aftermath. Looks like the engine house is in the background, over the tender. Note that the paint looks un-scorched on both the drivers and the tender. The paint is almost shiny on the tender, with the numeral "2" plainly visible.

I would be more inclined to think this might be RGS 2 sitting at Ridgway showing the results of the June, 1900 roll over at MP 152.7. See photos on pp. 235-236 of the RGS Story, Vol. IX.
