I will briefly don my official hat, whichever that may be, and confirm what has been previously stated above.
The Huckleberry Railroad uses a groundwater well to supply feed water for the boilers we operate. The main source for the locomotives is treated through a system that includes softening, carbon filtration and reverse osmosis. the water is then treated using an alkalinity based commercial system, nothing exotic or fancy, and an oxygen scavenger. As a general rule the boilers require no blow downs for the sake of water treatment, only for the fireman's convenience. The locomotive boilers are kept hot on a steam blanket arrangement on the "weekends" which flushes most of the contaminates from the boiler in addition to eliminating most of the temperature cycling experienced by the boiler.
The situation in Flint itself will be the subject of many graduate thesis and literary endeavors out side of the board.
