I'm not sure that selling chasing tickets makes any sense if you
expect people to religiously follow these rules. At almost any location,
a chaser will be able to see the riders; the question is whether the
riders are facing / photographing towards the chasers. If the organizers
take money from chasers, then they need to incorporate the chasers into
their runby plans, or else tell potential chasers,
before completing the
ticket sale, that they are allowed to watch / take pictures only at locations
not set aside for runbys.
