Michael is entirely right on the t.e./factor of adhesion point. T.E. stays pretty much a constant if boiler pressure is held to normal values and does not fluctuate too much.

It is really interesting to look at steam locomotives that were purchased new in the US. You can sometimes tell what part of the country that they were used in just by looking at weight on drivers vs. t.e. The Frisco was an exception and was one road that allowed a pretty good cushion for this and even increased the weight on drivers on subsequent orders, ie., the 1500 class Mountains.
