Yes, the RGS was rated by D&RGW for both K-28 and K-27 in the mid-1920's.

Much (by RGS standards) improvement was done ca. 1913 to 1926.
In 1916 (when D&RGW bought the CR engines) this was just getting started, the K-27's weren't regularly assigned to the RGS until the late 1920's.
K-28's were new(ish) and better than K-27's so they were used on the more important D&RGW lines than the RGS.
I would expect that if the 28's hadn't gone to Alaska they would have pushed the 27's out of service by 1950 or so.
