John,
A couple of thoughts. Physically it would have been difficult to get the railroad down to the air base.
The T&G was in receivership 1932-37. In 1939-40 the minority investors pressed for a new receiver and the scrapping of the line to get their money out. Following that the Tonopah Mining Co sold its ownership interest to Dulien Steel in 1942. Dulien ended up owning the stock of the line and continued operating until it could abandon and salvage the line. So the scrapper was operating the line during the war.
This method of selling the line has been used several times and it allows the investors to get their money out quickly. The scrapper will then recalim its investment by selling equipment, rails and land, etc.
