The diseasel in the background is a dead giveaway that the photo you posted was taken
long after Eddie Valiant had avenged his brother's murder by melting Judge Doom - à là
the Wicked Witch of the West - in a pool of Dip.*
IIRC the person in your photo was the ringleader of a group hired just a few years ago by a transportation consortium - for whom Doom was merely a hit man - to replace his gang of weasels laughed to death by Mr. Valiant back in the late forties. This is the dreaded organization that eventually succeeded in eradicating Toontown - formerly located adjacent to Taylor Yard - and replacing it with the Golden State and Glendale Freeways and the Jean Artery Western Museum.** They went underground for a while, but SFAIK they have now set their sights on the Film-more & Western Railroad in Ventura County - which they plan to replace with more freeways and a bike path

p.s. Here's a print given to me by Eddie's grandson Teddy a couple of years ago that he found in his grandpa's files. I'm pretty sure that's the notorious Jack Wheelihan at the far right in the photo, standing next to fellow fireman Dick Yager. Authorities are hoping to obtain the original Technicolor version of this photo someday, to help identify the rest of this frightening gang of human-toon hybrids
