It shouldn't be too hard to arrange for the highway to be closed for a couple of hours in the morning and a couple of hours in the afternoon, especially in the off-season - see [ngdiscussion.net], above. Maybe just keep free-loaders away from the fill at 'Lake Lobato' for half an hour and again for half an hour each below the second crossing and/or the 'S-Curve' just beyond, and/or at Coxo. IIRC, most of the other good locations would require either a very long lens or a very long hike ...

But instead of a second train to haul the Phraud-O-Graphers, how about renting two or three really large snow-cats? I vaguely remember a large open snow-cat at North Star (north side of Lake Tahoe) that carried more than a dozen skiers, and IIRC it pulled a trailer hauling a dozen more. If your rotary run preceded or followed the ski season, such rentals might cost less than a "chase" train, and would make it much easier to keep ahead of the plow.
