IIRC ...
Hollywood often arranges for city streets - and even highways - to be closed off temporarily for filming of movies (think Dirty Harry) and even commercials. I remember waiting for 35 to 45 minutes at the top of Oak Creek Canyon, north of Sedona, Arizona, while a Corvette commercial was being filmed. The biggest complication for the C&TS is coordinating the closure of Hiway 17 with two (2, count 'em, 2) different states. (Whether this arrangement should include a special exemption to allow foamers driving alone to steer with their knees while using both hands to film the action is open to debate.) *
As to funding, JBWX and others have suggested setting up a 'PlanDampf' for similar situations, as has been done successfully in Europe: Set a deadline for contributions, and if enough support money is sent in then the trip runs; if there aren't enough contributions by a month or six weeks ahead, it doesn't run.
