Text states it was David C. Eccles. The timeline alone would suggest it was the son who started this project.

One more note- the #102 did see substantial service on the Oregon-American logging railroad, as it was the primary locomotive used to haul log trains from Camp McGregor to Vernonia from 1924-1928.

Amazon currently has this book available direct from them at $51.04. Fantastic book, one of the better researched works I've ever encountered.
