I see that we have here a quagmire that is difficult to fathom, even for those of us who are close to it.

I see the money issue a little differently. I'm one of those idiots who believes that IF an operator had done adquate planning, had aggressivley marketed the railroad, formed strong symbiotic alliances with local business, and had paid proper attention to the concessions, it would be a money-maker. Concessions are the key. We have been shouting (into a strong head-wind) for years that "It's The Concessions, Stupid!".
The lack of real planning is perhaps the greatest cause of the current problems. There are people and foundations that would gladly sink money into the railroad if only there wer some valid plans and some responsible people to implement those plans. The "Master Plan" has been languishing since at least the winter of 2000. Now ther is money for it, but only from Colorado, and it appears that it will wind up being a boondoggle anyway. The most urgent part of the plan should involve the locomotives and track. What seems to be about to happen is an 'architectural study'.
