I agree with all of your objections, however:
Seems like there is some confusion here.
Before the two new Commisioners were appointed, the vote would have been 4-ZIP for the Commission to just take over the whole railroad.
Then the idea that we THOUGHT the Commission was after, was for the Commission to take on the shops AND Operations, and let the Operator do the marketing, ticket sales and Concessions.
The RGRPC has rejected that idea.
Now it seems the argument has gotten a tad skewed. There are still these options:
The Commission runs the whole shebang;
or the RGRPC runs the whole shebang;
Or they split the pie into shops/track/operations for the Commission,
and Marketing/ticketing/concessions for the RGRPC.
The Colorado Commisioners are not likely to budge. They do NOT want the RGRPC to run the railroad. They do not want the RGRPC to run the shops.
The RGRPC is not likely to budge, either. They want all or nothing.
In all of this, remember that the shop crews are fed up. They have told the Commission that they will NOT work for the RGRPC.
IMHO if the RGRPC winds up in the shops, the game is over.
