The big question then, if the RGRPC were to do this would be to get a Written Guarentee of a minimum number of days of operation, a bond or surety for 'x' number of days if the road is shut on account of weather, fire or act of God and a promise that the Commission will deliver a road and equipment that are safe and ready to haul the passengers that the RGRPC will market and sell tickets and trinkets too.
The thing I have noticed through the years is that there has not been a 'plan' for upkeep and maintainance. It seems like the idea has been, 'it will keep' and that is simply not the case.
The states I guess have been of the idea that the money generated by ticket sales will cover the costs of everything and that is not true.
However, as has been seen over to the west, if the states would spend the money to upgrade track and equipment and get it to where we had a really dependable service, then the passengers would come and actually help pay the way a little more than they are. It seems to me that we are trying to run a railroad on a zero profit scheme where we are just to try and cover the immediate operating expenses and no more.
I would be nice to have ALL the locomotives up and operational. It would provide a lot more flexibility in what could be offered to the public.
