What you say might make some sense, but let's face it, you have gazillions more people within a few hours' drive time from ANY of the railroads in PA.
There are a few more nails in the coffin:
The people in Creede don't want it.
Engine 169 is really not avavilable.
The scenery, while nice, isn't all THAT spectacular.
The railroad won't take you anywhere that you can't drive to.
I think that this year, anyway, the CTSRR is wise to be defensive about it. As sure as the Lord made litle green apples, this project will fail, even if it actually ever runs a train, which is doubtful. When it fails, there will be a lasting impression of a shut-down tourist railroad somewhere in Southern Colorado, and half of those questioned about it will think that CTSRR has shut down.
