There have been lots of good ideas posted here, But consider this: Parking a car or two in prime locations, etc. means it will take time to get to them and bring them back to the scene. And Murphy's Law being what it is, a fire will get started in the worst possible location.
I was a volunteer firefighter for a number of years, and I can remember our chief saying that you can put out most any fire with a teacup of water if you get on it fast enough. That's the philosophy behind the modern technique of a blitz attack. Get on it fast, and hit it hard. There is a truism that the eventual outcome of a fire will be determined in the first two minutes of the attack.
This is why I suggested two trailing speeders with a small supply of water. Hopefully they would be able to jump on a fire seconds after it started.
And also, remember that by the time you went and retrieved the car and brought it back to the location, the fire could possible have spread beyond where hose lines could reach it. So I think that a tank car would have very limited application, and perhaps create a false sense of security.
A few years ago I rode the Heber Creeper and they had essentially what were big Rain Bird sprinklers mounted on the rear top corners of the tender. And I vaguely remember they had nozzle-type sprayers mounted low on the rear of the tender wetting down the area immediately adjacent to the tracks.
Maybe something along this line could be done with the rotary water car. Also, remember that the C&TS also has at least one of the ex-Uintah rectangular water cars (I think).
