Randall, I'd like to ask you to reflect further upon your circumstances. I think you would agree you are quite removed from any reliable knowledge regarding the project to restore of 463 for three reasons: (1) you are over two thousand miles away, (2) you have not been part of the restoration project, and (3) you have not been involved in the fund-raising side of the project either.
As a consequence you have to rely upon hearsay, often from sources who similarly lack first-hand knowledge of the project, but who typically have had an ax to grind about the activities of the Friends. Because those who are in a position to know what goes on with such projects have come to understand that it is a waste of time to respond to baseless fabrications, under these circumstances you have no way of reaching a reasoned judgment because you cannot trust your sources.
Recognizing your predicament I have two suggestions: (1) keep in mind the adage that "the absence of evidence (e.g., first-hand knowledge of the project) is not the evidence of absence", and (2) try giving the benefit of the doubt to those directly involved. I know they are competent, but you'll just have to take my word for it, which I can tell is difficult for you (but that's your problem, not mine).
Please also recognize that you really shouldn't expect those actually doing the work to feel obligated to engage in a dialogue with some curious railfan in New England, nor should they try.
