I believe power tools can be used in the wilderness if the Forest Supervisor deems it necessary, but said supervisor had better be prepared to dance on the carpet. This usually happens only if the fire is threatening to escape and burn up homes, and would likely not include ground disturbing machines. In NE Oregon wilderness fires are often not even manned, though helicopters are sometimes used to keep them from spreading too rapidly.
