I don't know how #19 is wired, but usually twin engined diesels can be run with one engine supplying power to one truck, so even if she's not completely "fit" yet, she'll be useful. In some cases, twin engined locos can also be set up to run on one engine supplying power to both trucks, resulting in full pulling power, but half speed, also not a concern for a work train.
