Nope, not Utah. Price looks nothing like that, it's located too far way from the Book Cliffs. Not even standard gauge. Those are all narrow gauge boxcars, in fact the car on the far right background appears to be one of the old Billmeyer & Smalls cars, and the caboose is the standard D&RG narrow gauge bobber.
Green River Utah
did have a gallows turntable that was erected as narrow gauge in 1883 and presumably regauged in 1890 but it did not last long into the standard gauge era and it may have been removed completely sometime around 1892 when the engine terminal was removed from that city.
