The 750 needs major firebox and boiler work if I remember correctly. The 290 was a pretty engine which only ran a couple of seasons so it seems to be more likely of a candidate if it had no issues when it ran before, minus all the new FRA rules since it ran last. I've seen both engines run, but the 611 really defined the NS steam program for a lot of people, and if only one big engine did return to service, it would likely be the best choice.
