Most Baldwin and ALCO built ten (and some eight) coupled engines had their front drive wheels "floating" with a centering device between the frames. This allowed the engines to negotiate curves much tigther than one would think.
The SP 4-10-2s, ALCO built engines, could handle a 16 degree curve (355' radius, or there about). It could make it over La Veta Pass!
There were also a few built with the Front and Trailing drivers both floating.
Do you know if the C&S proposal specifies any floating axles?
