Restoration of Engine #9
Project Description
Contractor must show the capability of performing the restoration of a historic steam locomotive by providing a resume of at least two similar projects done in the last five years with contact information of principals. This resume must be brought to the mandatory pre-bid meeting. See attached description of work required and drawings of the locomotive type are at www.colorado.gov/dpa/dfp/sbrep. Winning contractor is responsible for moving Engine #9 to their shop for restoration and the tender form Strasburg and returning them to Silver Plume Rail Yard when work is completed. Completed engine must be operational and able to pass Federal Railroad Administration Certification.

Project Information
1. The Principal Representative has determined that the entire project shall be substantially complete within 160 calendar days from the date of the Notice to Proceed, and the project shall be finally complete, including the delivery of any or all guarantees and warranties, the submittal of sales and use tax payment forms, the completion of the final punch list and the calling for final inspection, within 10 calendar days, if applicable, from the date of substantial completion. In accordance with Article 46 of the General Conditions of the Contract, Time of Completion and Liquidated Damages, failure to complete the work within the agreed number of calendar days shall be considered breach of contract and subject the bidder to liquidated damages to the extent specified in Article 54D of the General Conditions of the Contract.
2. The right is reserved to waive informalities or irregularities and to reject any and all Bids.

4. A Deposit of $5.00 will be required for each complete set of Contract Documents. This deposit shall be a guaranty that the documents will be returned in good condition. Such deposits will be returned to (1) Actual Bidders who return the documents before the termination of five (5) business days after the opening of the Bids, (2) Other interested parties who return the documents within five (5) business days after checking them out. Additional copies of any documents, drawings, or specifications will be supplied at the actual cost of reproduction. Bidders desiring the Facilities Office to mail bid documents will be required to pay the full cost of mailing. Such expenses will be non-refundable.
5. Each Bid shall be submitted on the required Bid Form and must be accompanied by a Bid Bond on State Buildings Programs Bid Bond Form Sc-6.14 in an amount not less than 5% of the total Bid. The Bid Bond may also be (1) a cashier's check or (2) a certified check made payable to the Treasurer of the State of Colorado in an amount not less than 5% of the total Bid. The Bid Bond is submitted as a guaranty that the Bid will be maintained in full force and effect for a period of thirty (30) days after the opening of the Bids for the project.
6. The Bidder promises, in submitting his Bid, that if issued a Notice of Award, he will, within the prescribed time, execute the required Agreement, furnish the required Performance Bond, Labor and Material Payment Bond, Insurance Policy and Certificates of Insurance, or forfeit his Bid Guaranty as Liquidated Damages.
7. Preference shall be given to Colorado resident bidders and for Colorado labor, as provided by law.
8. Other requirements for bidding will include qualifying with Colorado State Buildings Programs for construction projects of $150,000 or more at least two (2) working days prior to bid opening. 9. CDOT Form 347, Certification of EEO Compliance, is no longer required to be submitted in the bid package. This form certified that the contractor/proposed subcontractors were in compliance with joint reporting committee EEO-1 form requirements. The EEO-1 Report must still be submitted to the Joint Reporting if contractors and subcontractors meet the eligibility requirements (29CFR 1602.7); we will however, no longer require certification. Pre-Bid Meeting
A mandatory Pre-Bid Meeting will be held 07/10/2008 01:00 PM at Silver Plume Engine House , 845 Railroad AV., Silver Plume, CO 80476
Comments: Only contractors attending the pre-bid meeting with qualifying resume are eligible to bid on this project. This project has federal funds attached to it. Although it is Davis-Bacon Exempt, there is an OJT requirement of $150.00, and will require the submittal of certified weekly payrolls.

Comments: Winning firm must meet State of Colorado Insurance requirements of: 1) Workers' Compensation Insurance as required by state statute, 2) Commercial General Liability Insurance written on ISO occurrence form CG 00 10 10/93 or equivalent, covering premises operations, fire damage, independent contractors, products and completed operations, blanket contractual liability, personal injury, and advertising liability with the minimum limits as follows: $1,000,000.00 each occurrence; $1,000,000.00 general aggregate; $1,000,000.00 product and completed operations aggregate; and $50,000.00 any one fire. 3) Automobile Liability Insurance covering any auto (including owned, hired, and non-owned autos) with a minimum limits as follows: $1,000,000.00 each accident combined single limit. Colorado Historical Society must be listed as additional insured on insurance certificates.
